Flow already operates buildings in Miami, Nashville, Atlanta, and Riyadh, with thousands of apartments under management or in construction. Miami's Edgewater and Wynwood corridors are the heart of the network: walking-distance Flow towers, shared rooftop, shared dining, shared early-childhood education. The substrate is in place. What Adam built as a real estate brand is one charter document away from being a recognized network state.
The moral case.
Flow is the most advanced privately-funded community polity in the world. Andreessen's $350M is the largest single check a16z has ever written. The buildings are leasing. The brand is working. The thesis (live the life of your life) is the cleanest articulation of a One Commandment in American real estate. The only missing piece is constitutional. Interneta is the federation that recognizes Flow as a member state and gives its residents a passport, a census, and a shared anthem with their cousin polities. Adam doesn't need to build a network state. He already has. He needs to charter it.

- 01Designate the existing Flow buildings (Miami, Nashville, Atlanta, Riyadh) as the founding archipelago

- 03Issue the Flow Passport: a soulbound credential held by every resident, grants access across all Flow archipelagic nodes globally

I have lived at Network School for over a year. I have watched the network state thesis go from a book to a real, lived experiment. I have seen Balaji put it to work, and I have seen what is missing.
The missing piece is a federation. A meta-layer that gives every distinct community a constitutional home, a shared census, an interoperable passport, an anthem, and a way to recognize each other as legitimate.
That is what Interneta is. The United States of Interneta. The optimistic meta-layer for network states.
Flow State is what I think you would build, if you decided to build one. The One Commandment is what I have inferred from your public work. The site scout, the next steps, the citizenry: all educated guesses. They are wrong wherever you say so.
