The UAE is not a live Network School search. There is no announced MOU and no named ministry sponsor. It is included here as the control case for the rubric, because it isolates one variable cleanly: the UAE has world-class legal wrappers, near-frictionless immigration for skilled founders, and zero personal income tax, and it still cannot reach the top tier.
That is the hard gate working as designed. Every axis below is scored on the merits, and every site is then capped at 49 because no written, named government commitment to NS exists. Infrastructure does not substitute for a signature. If an MOU were signed tomorrow, these same numbers would jump into contention immediately.
Read this page against Kazakhstan. Kazakhstan has a weaker regulatory stack and better raw livability trade-offs, but it has the signature. The UAE has the stack and no signature. The rubric says the signature wins, and the Forest City post-mortem is why.

Ras Al Khaimah (RAK DAO)
RAK Digital Assets Oasis is a free zone built specifically for Web3, and its DAO Associations Regime lets a DAO register as an association with legal personality, something no other jurisdiction in the set offers. It also accepts virtual-office arrangements, which suits a remote-first, distributed membership. The cheapest and fastest UAE setup, though the emirate itself is quieter than Dubai.

Abu Dhabi (ADGM)
Abu Dhabi Global Market is a free zone running a common-law legal environment under FSRA regulation, with a mature licensing system for exchanges, custodians and investment firms. The most institutionally credible wrapper in the UAE, and the closest analogue to what AIFC offers in Kazakhstan, with far deeper capital behind it.

Dubai (DIFC / VARA)
DIFC offers a common-law jurisdiction, and Dubai additionally operates VARA, a regulator dedicated specifically to virtual assets. The densest concentration of crypto capital and founders in the region, and the easiest place to fill a room. It is also the most expensive, and the least distinctive: a Dubai node would be one of many.

The practical read: if NS ever wanted a second node with institutional-grade common law, RAK DAO is the most distinctive option in the country, because it is the only jurisdiction in the whole comparison that will recognise a DAO as a legal person. But it is a watch-list entry, not a candidate, until somebody signs something.

Weights come from the Malaysia post-mortem: government partnership (3.0x) and immigration (2.5x) outrank cost and lifestyle. The three gates above are not scores. Untick one and the result is capped regardless of everything else, because a licence granted is a licence that can be revoked. Decision support, not an oracle.
- Government partnership is a hard gate, not a score. A site with no written, named commitment is capped below the top tier no matter how cheap or pleasant it is.
- Immigration is a hard gate. Model visa status for the actual member-nationality mix, not the average case.
- Verify permitted use at the facility level, in writing, per unit. Malaysia was fine. Johor was fine. A premises-use licence on two adjoining units is what actually closed the campus.
- Keep 'earned recognition' and 'political goodwill' distinct. Goodwill from a ministry can reverse; codified law is stickier.
- Every non-obvious number is either sourced or explicitly labeled an editorial estimate. Do not launder estimates into facts when this reaches decision-makers.

- 01Visas are interrogated hardest: program name, months, income floor, renewability, and proof you personally got one. That confirms immigration as a top-weight axis, and it demands receipts, not vibes.
- 02Three named tech champions with warm-intro paths: the government-partnership axis starts as a people problem. A signature begins with someone who can walk you into the room.
- 03Zoning is asked as 'what can this property LEGALLY be used for'. That is the exact question Forest City failed. The form learned the same lesson the rubric did.
- 04Beds, units, move-in readiness, expansion room: speed to 1,024 residents is a first-class criterion. A gorgeous site that needs two years of construction loses to a move-in-ready one.
- 05Air quality index is a named field. Our rubric folded it into livability; NS asks for the number itself.
- 06The bounty shape ($100 to $100,000) says NS expects thousands of submissions and needs exactly one to be right. Precision beats volume; a judged-spam submission earns zero.
